Topic: 5th Penny Sales Tax (1 cent sales tax & distribution of the funds) Members and guests met at CB Potts Restaurant where everyone enjoyed lunch and visiting with each other. Rich Wilson welcomed everyone and introduced our newest members, Jennifer Hargett; Laramie County Community College, and gave her a new member packet, and Bob Curtis; State of Wyoming Department of Employment, also a newer member.
Wendy Kinkade introduced Mr. Jackie C. Smith, Public Works Director, City of Cheyenne, WY. Mr. Smith provides oversight for Street and Alley, Solid Waste, Landfill, Fleet Maintenance, Facilities Maintenance, Traffic Systems Maintenance, City Bus Service, Storm Water Systems Maintenance, and operations of the Belvoir Ranch and Big Hole.
Mr. Smith began with the authorization for additional sales tax per State Statute Title 39, Chapter 15, Article 2, which states the resolution supports an additional tax upon approval of 2/3rd’s of cities and county. This additional tax must be approved by the voters and can be used as general revenue. This format was first adopted by Cheyenne in 1977 when $2,400,000.00 was received for one year. It was renewed in 1978 and has been renewed every 4 years since 1991.
From 2003 through 2006, $36,000,000.00 was received and distributed for streets with major street projects, major planning projects, and providing infrastructure for large projects such as the Wal-Mart Distribution Center, Storm & water drainage work and ensuring long-term maintenance for these many projects and streets.
Plans for the 2007 through 2010 additional 1 cent tax money includes an estimated projection of $69,230,000.00. The breakdown of the funds will be divided approximately: County/33%, Pine Bluffs/ 1.4%, Burns/3.5%, Albin/1.5%, and Cheyenne/65%. From the estimated 65%, Cheyenne will distribute approximately $35,210,000.00 to street maintenance, signs, signal maintenance, renovation and construction. Funds will also be shared with the Fire Department, Parks & Recreation, Animal Shelter, Airport Board, and Human Resources.
Mr. Smith explained the City of Cheyenne works with Federal and State matching funds when ever possible on projects, which allows the available monies to stretch further. Also the City of Cheyenne is unfortunately affected by inflation, (Example: last year asphalt was about $30.00 per ton-this year it is about $42.00 per ton.), and in addition interest rates are down, which assist to increase funds not in use. Mr. Smith then fielded questions and thanked the WY ARMA Chapter for inviting him today.
Rich thanked Mr. Smith for his time and sharing his very interesting 1 cent tax and distribution information, then reviewed information regarding our Chapter Charities for 2006. These charities include Helping Hands in Cody, which helps with utilities and baskets of food for those in need, Laramie County/Capital Canine Search and Rescue, and assisting a family in Cheyenne with a daughter diagnosed with TAR Syndrome.
Rich also reminded everyone of our 2007 Spring Seminar to be held March 6th at the Hitching Post Inn. Our speaker will be Jesse Wilkins, a nationally known RIM professional. Jesse is a member of the ARMA Mile High Denver Chapter and President of the AIIM Rocky Mountain Chapter. His areas of expertise include needs analysis; requirements definition; process analysis; project management; E-Mail & Instant Messaging management; digital preservation; document imaging; collaborative tools; electronic records management; policy and procedures development; procurement; and system implementation. He is also active in ARMA, serving as Chair of the Glossary Task Force and a member of the Competencies Task Force, the Member Relations Committee, and on the 2003, 2004, and 2006 Program Committees. Our December meeting will be held on Dec. 5, 2006, upstairs at Sanfords, in Cheyenne, beginning at 6:00 p.m., and guests and/or spouses are welcome to join us. We will be ordering off the menu..
